lak3Larry Kleeman serves as a financial advisor and underwriter of municipal securities for cities, counties, school districts and other quasi-municipal corporations, as well as private companies wishing to utilize industrial revenue bonds for expansion and construction of new facilities. He also serves as the head legal counsel for Citycode's ordinance codification services.

He has more than a decade of legal experience practicing in the areas of municipal law and public finance. Larry received a B.S. in business administration, a B.A. in chemistry and a J.D. from the University of Kansas. Since graduating from law school, he has devoted his entire career to serving local governments, beginning his career as Assistant General Counsel to the League of Kansas Municipalities (LKM) where he advised and lobbied on behalf of hundreds of cities in Kansas and assisted in LKM's ordinance codification service. Larry continued his law practice for several years with a regional law firm which served as special counsel and bond counsel to municipalities throughout Kansas.

Larry keeps municipal officials informed as to the latest opportunities in municipal law and public finance law. He monitors relevant legislation and court opinions and in the spring of each year he authors the “Local Government Law” chapter of the Kansas Bar Association’s (KBA's) Annual Survey of Law handbook. This handbook is published by LexisNexis and used by attorneys throughout the state to follow the latest developments in municipal law and public finance law. Currently, Larry is co-authoring the "Securities Regulation" chapter of the KBA's Kansas Corporation Law & Practice handbook. Included among the numerous publications he has authored is the 2001 update to the "Tax Increment Financing" chapter of LKM's Economic Development Tools for Kansas Municipalities. Larry is a member of the Kansas Bar Association and the Wichita Bar Association. Professionally, he holds Series 7 and 63 securities licenses, and he is admitted to practice law in both the state and federal courts of Kansas.
