City council using one-time money for police and fire hires

Burlington will add two police officers, one firefighter and a part-time nuisance inspector this year using one-time money, setting themselves up for a large deficit next year.
Council member Tim Scott proposed a list of capital project cuts to the council during a special budget meeting Monday. The cuts are to budgeted projects requested by department heads. Because they’re capital projects, they’re generally things that will need to be paid for eventually.
