The city previously had no limitation on the number of chickens that can be housed on properties.
Leavenworth Police Chief Pat Kitchens discussed the issue with commissioners last month. He said the number of residents who have chickens has been growing. He said there have been complaints about roosters making noise in the morning.
At one point, Kitchens proposed a limit of 15 domestic fowl per property.
