Probe widens as chief resigns

The investigation surrounding former Valley Center police Sgt. Thomas Delgado widened last week while the fallout over the decorated officer’s arrest worsened for local officials.

The Sedgwick County Sheriff’s Office had planned to present its investigation to the district attorney’s office late last week. However, Sheriff Jeff Easter said additional potential victims have stepped forward following Delgado’s Dec. 8 arrest on charges of rape, sexual exploitation of a child, sexual battery and official misconduct.

Meanwhile, amid increasing criticism that the local police department failed to properly vet Delgado, Valley Center police Chief Mark Hephner resigned last week, and city leaders were still seeking answers to the apparent negligence in the hiring process. Hephner failed to find a previous internal affairs investigation concluding that Delgado had an inappropriate conversation of a sexual nature with a 16-year-old girl in 2011.
