Topeka city ordinances require the city to solicit bids before acquiring certain services and ban the city manager from signing employment contracts with department heads without council approval.
City officials said Wednesday those ordinances weren’t violated last week as city manager Jim Colson — who didn’t solicit bids or seek governing body approval — arranged for Goodyear, Ariz., deputy fire chief Tim Wayne to serve six months as Topeka’s interim fire chief.
A Topeka city ordinance bans the city manager from signing employment contracts with department heads unless he or she has city council approval.
Topeka Municipal Code 2.25.090 says “all employment contracts with department heads or appointive officers or employees shall be approved by the city council prior to signature by the city manager.”
