Changes to Topeka firefighters’ contract seek to provide greater controls over misuse

A recently approved contract between the city of Topeka and its rank-and-file firefighters includes new wording sparked by abuses of the department’s practice of allowing employees to exchange shifts.

The new agreement provides greater misuse controls over the use of leave with substitution, said Jacque Russell, the city’s human resources director.

It has new wording calling for substitution time not repaid within a year to be deducted from accrued vacation.
