Holcomb considering housing incentive program

Two weeks ago, Councilman Brian Rupp proposed adopting a formal incentive program, not only to spur housing development, but also to provide clear-cut guidelines about what types of development would qualify and the amount of the incentive offered.

At that meeting, Rupp proposed a 50 percent rebate of property taxes to developers on housing projects that have at least six single-family homes, or 12 multi-family apartments, that would kick in after the units are occupied and continue for four years.
